The Hydra is cheaper than other kites that are used on the water because it's a foil kite, and it's a trainer kite (which makes it smaller than real kiteboarding kites). It's a special type of foil (called a closed-cell foil) that allows it to not sink when on the water.
The other kites that are used on the water are full blown kiteboarding kites, and not trainer kites. This makes them much larger (up to 5x larger) and more complicated. They have four flying lines, full safety systems, chicken loops, and everything else. This is what makes them so much more expensive.
Don't confuse the Hydra, which is just a trainer kite, for a full fledged water-kite. These other kites are in a different league altogether.
